View the Proposal

Before You Begin:
  • Is this the right form?

    Use this form if:

    • You are changing 25% or more of your major or graduate certificate.
    • The degree is changing.
    • The program delivery location or format is changing.

    If your program change doesn't meet the above criteria, use a different form.


    External Approval Required:

    External approval may take six months or longer.

    To avoid resubmission, your proposal must be Faculty Senate-approved by the end of March to be considered for the following academic year. For instance, a substantial program change approved by Faculty Senate in mid-March, but still awaiting NWCCU evaluation, will remain active but won't be implemented until the subsequent academic year (e.g., a 2026/27 AY submission fully approved later would launch for 2027/28 AY).

    Conversely, if your request has not cleared all internal approvals by the end of March (e.g., not yet Faculty Senate-approved by mid-March), it will not be held over. You'll be asked to resubmit for the following year, and your current request will be deleted.


    How to Complete Your Substantial Program Modification

    • Complete all required fields (*).
    • Click on a field to edit its content and request changes.
    • Save All Changes, then click Validate and Launch Proposal to submit.

    • Submit Course proposals to create, change, or drop courses as needed to support this proposal.

    After Submission

    After submitting, use these tabs to manage your proposal:

    • Discussion (chat icon): View comments and changes (select "Show current with markup").
    • Workflow Status (Bullet List Icon): Track proposal progress.

  • Summary Rationale*

    The revision of the Principal Licensure Certificate from 13 courses to 10 courses—while maintaining the total of 40 credits—reflects an intentional restructuring to strengthen the depth, quality, and coherence of learning experiences for aspiring school leaders. By shifting courses from 3 to 4 credits (excluding clinical practice), the program redistributes existing content to provide richer, more integrated instruction in each course. Content previously housed in a separate course has been intentionally embedded across multiple courses, ensuring continuous application and practice of essential leadership competencies. Additionally, two applied project courses have been moved into clinical practice to more authentically connect theory to field-based leadership experiences. This design allows candidates increased opportunities to learn, practice, and demonstrate proficiency in key administrative knowledge, skills, and dispositions aligned with Graduate Learning Outcomes and Program-Level Outcomes.

    The added instructional depth requires greater engagement from both instructors and candidates, appropriately reflecting graduate-level expectations for 4-credit courses. At the same time, this restructuring responds to the need to remain viable and competitive in the current educational leadership preparation market, where most comparable principal licensure programs across the region offer approximately 10 courses at 4 credits each. Aligning with this model ensures that our program remains attractive, rigorous, and aligned with best practices in graduate-level leadership preparation. Ultimately, this streamlined structure reduces the number of courses while enhancing overall rigor and relevance, allowing for deeper learning, stronger leadership capacity, and better balance for full-time educators pursuing advanced professional preparation.

    • New: First, submit a separate course proposal. Then, use "Add Course" in your program proposal, providing the Prefix, Number, and Title.
    • To remove a course:
      • Delete it from the Curriculum Schema.
      • Click the trash can icon next to the course in the "View Curriculum Courses" list.

    Cores

    • Modify Existing Cores: Expand the Core using the down arrow. Add/remove courses with the "Add Courses" button or trash icon. Adjust Custom Text as needed.
    • Add New Cores: Click "Add Core" (do NOT use Import Core). Title it, add courses, and optionally add Custom Text. Drag to position.
    • Remove an Existing Core: Click the trash icon next to its name. (Caution: All associated courses will be removed.)
    • Core Description: Leave blank.

    Core Formatting Guidelines

    • Core Courses: This is the first Core; do not rename or reorder it.
    • Nested Cores: All Cores, except "Total Credits" and "Note," are nested under "Core Courses."
